How do HOCR and the Factory relate to capabilities?

HOCR now routes CP2 Mission survivors through the smallest sufficient capability surface: deterministic rules or compiled Recipes first, selective LLM escalation only when novelty, uncertainty, risk or explicit Research requirements justify it.
HOCR
HOCR is the routing intelligence: it decides whether a signal needs a deterministic rule, a recipe, a capability, an MCP/API, an LLM, an executor, a human capability or an external service.
Factory
Factory is the execution body. It turns bounded Mission contracts into builds, deployment, distribution, sale, fulfillment, operation, verification, automation and repair, with receipts.
Route shortening
Unknown work travels through Research and Simulation. Understood work becomes a Recipe. Mature work becomes a deterministic rule. SaSame speeds up by reducing the areas that require LLM reasoning.
CP3 selective capability routing
The CP3 projection proves that selected Mission survivors can enter a hash-bound Context Capsule, receive a selective intelligence route, activate only the needed capability surface, compile into Factory Orders and execute through registered Factory stations. Known replayable work goes deterministic or Recipe before LLM; production deploy gaps remain action-required canonical rails rather than bypasses.
